Integrated Community Information and Service Management System

This study presents the design and development of the Integrated Community Information and Service Management System to improve efficiency, transparency, and accessibility in barangay administration. Traditional manual processes in Barangay Libertad have long been challenged by slow transactions, data inaccuracy, and limited public access to records. To address these issues, the system was developed using the Systems Development Life Cycle (SDLC) methodology, integrating key modules such as resident and household profiling, certificate and permit requests, financial and payroll management, and health records monitoring. The system was evaluated by barangay officials, staff, and selected residents through surveys, interviews, and observation. Results revealed high acceptability, with the highest ratings in Security (4.71) and Compatibility (4.70), reflecting confidence in data protection and system integration. Performance Efficiency (4.56) received the lowest rating but remained Strongly Acceptable, suggesting room for optimization. The overall weighted mean of 4.63 confirms that the system effectively meets its objectives. The main contribution of this study is the integration of multiple critical barangay functions, record management, financial tracking, legal documentation, and health monitoring into a single comprehensive platform, providing a replicable model for digital governance in local communities.
