Integrating information technologies in public management has marked a change in how governments operate and relate to citizens. This article examines the significant impact of this technological integration on the transparency of government procedures, paying particular attention to e-government platforms. The article presents an innovative electronic platform that allows government entities to self-assess their transparency about electronic procedures. This tool is based on a maturity model that integrates elements of e-government and open government, emphasizing organizational learning characteristics for effective measurement and improvement of transparency. The usefulness of maturity models is highlighted in formulating specific and targeted recommendations that encourage cultural change toward continuous and transparent practices. The study concludes by highlighting the need to implement sound policies and develop indicators that evaluate the effectiveness of these initiatives to combat persistent problems such as corruption and strengthen trust in government operations. This approach provides a straightforward methodology for evaluating and improving transparency and drives an ongoing dialogue on the importance of a culture of transparency in public administration.
