This paper, thus intends to study digital effects on developing a digital relationship between management and labor in the public sector through its influence within human resources systems and across comparative legislations. Legal provisions give due importance to the digital relationship on which depends optimization of communication ability of administrative processes, and most importantly treatment of the employees with equity and transparency thanks to digital technology. It tries to find out how employees and management relate to each other, based on legal and organizational factors. The paper is divided into several sections. While the first section gives a definition of public employees and public offices, also featuring the role of digital technology in bettering work systems the second section evaluates how far digital technology has influenced the digital relationship between labor and management in legal terms. The findings showed that digital technology enhances job stability and fosters equity among workers, leading to increased efficiency by workers as well as management. The study would support calls for the legislature to prioritize investments in digital technology as a way of improving decision-making and management practice, developing openness, and eliciting the sharing of opinions and suggestions by the employees.
