A Quantitative Analysis of Reviewer Motivation and Incentives in Information Science

Present-biased reviewers give more weight to the immediate present, emphasizing quick rewards rather than future goals and gains. This study addresses the impact of a reviewer's present bias on their willingness to exercise hard toil during the peer assessment process. The study investigates two questions: (1) Can a reviewer's incentive be augmented by setting a bigger review target? and (2) Will a referee agree an increased appraisal objective if there is a large enough reward, such as monetary compensation? The study's theory predicts that a referee with present bias will increase their encouragement with a higher evaluation goal, but may not do so if monetary incentives are not present. The study results are based on a survey of 193 reviewers.
