This chapter explains smart city governance. It views the smart city as a project and from this point of view it analyzes several widely adopted development frameworks. Moreover, it applies the PMBOK knowledge areas grouped in processes, to explore the smart city whole-of-project and support managers avoiding documented failures. Then, it approaches the smart city as an innovation, since the scope and the objectives of a smart city continually evolve based on emerging technologies and community challenges.
