Policy Changes Before and After the COVID-19 Pandemic and Their Impact on Health Care Coverage and Access

This chapter reviews several health policies and their impact on access to care before, during, and after the COVID-19 pandemic and provides recommendations to inform policy makers and advocacy groups. First the authors highlight the positive impact of the Patient Protection and Affordable Care Act on access to and delivery of care and health outcomes. Second, the authors describe the rapid changes and amendments to health policies during the public health emergency that aimed to mitigate the harm of the pandemic. Third, the authors describe the roll-back of several of these mitigation policies and the resulting impact on access and delivery of care. Lastly, the authors summarize the lessons learned from policy shifts during the pandemic and provide recommendations to ensure equitable access to health care.
