This study categorizes the people and elements involved in regional revitalization based on actor-network theory, considering each as an integral participant. By creating personas that embody these participants, we establish their goals and expectations. Within this framework, “planners”, “environment”, “objects”, and “stakeholders” are defined as distinct roles. Planners refer to government bodies or organizations overseeing the project. The environment includes the natural surroundings and cultural context. Objects encompass both real estate and movable artifacts within the region. Stakeholders consist of local residents, individuals engaged with the community in some capacity, and those who may become involved in the future. Subsequently, we analyze online data on successful community revitalization cases in Japan, assessing how these cases align with the needs of different personas and the criteria used to determine success. Finally, we discuss ethical issues that should be considered when constructing sustainable ecosystems through regional revitalization, summarizing key ethical considerations within the human-centered design cycle.
