This research develops practical tools to integrate climate risk adaptation measures into the strategic state planning system at both sectoral and territorial levels, with a focus on necessary institutional adjustments. It also introduces methodological improvements for assessing climate risks. Moreover, the research employed various research methods, including analysis, synthesis, classification, induction, deduction, and generalization. As a result, the authors created a framework to embed adaptation measures into strategic planning, linked to the budgetary process. The research further identified relevant sectoral and spatial dimensions and proposed an algorithm for climate risk assessment that prioritizes risks based on probability and significance. A key innovation of this research lies in its approach to adaptive strategy development, which considers the unique organic characteristics of a given territory. This approach ensures that adaptation measures are technically sound and context-sensitive, enhancing their relevance and effectiveness in guiding social and economic development in the face of climate change.
