The Rapid Adoption of the EU Data Act

This chapter explores in a first step how the European Parliament and the Council of the European Union reached their negotiating mandate on the Data Act. In a second step, it is examined how the co-legislators reached an agreement in trilogue negotiations. Despite the complexity of the Regulation, its adoption was remarkably swift due to a stable problem stream, shared political priorities and a deadline-driven political context. Experienced political entrepreneurs such as the Swedish Presidency and rapporteur Pilar del Castillo Vera played central roles in capitalizing on the decision window.
