The Sudden Rise of the Data Act on the EU Agenda

This chapter analyzes the agenda setting and policy formulation of the Data Act. The aim is to uncover the mechanisms leading to the emergence of the Commission’s draft proposal. The analysis shows how Commissioner Thierry Breton acted as a policy entrepreneur, seizing a policy window and coupling streams to place data policy on the agenda. The softening up process that followed was critical in shaping policy alternatives, influenced by long-standing internal Commission work and external factors such as the COVID-19 pandemic.
