This paper presents a conceptual framework for workforce assignment and planning in specialized work environments, focusing on workers with intellectual disabilities and their coaches. The framework addresses quarterly planning using weekly periods and groups input data and common constraints such as continuous training, vacation assignments, unlearning, and specialized supervision. The need to explicitly consider job stability, staff versatility, and specific learning and unlearning times is highlighted. Preliminary results indicate the importance of adopting specific approaches to ensure the effective and sustainable integration of workers with disabilities into specialized work environments.
