Interpretation of the Military Cultural Landscapes of the ICOMOS Guidelines on Fortifications and Military Heritage (2021)

Since the establishment of the UNESCO World Heritage System, there have been many activities for exchanges and dialogue between countries and regions, and the dynamic process and result of these activities have diversified the categories of World Heritage sites. Through this paper, the military cultural landscapes presented in the ICOMOS Guidelines on Fortifications and Military Heritage adopted by ICOMOS (International Council of Monuments and Sites) in 2021, which is one of the advisory bodies of the UNESCO World Heritage Committee, will be studied mainly in consideration of the connection with the World Heritage cultural landscape representing the ‘combined works of nature and man’ as follows; landscape designed and created intentionally by man; organically evolved landscapes (relict or continuing landscape); and the associative cultural landscape (UNESCO WHC Operational guidelines, 2024). In particular, this study will examine the value and technical attributes that convey authenticity in military cultural landscapes, including barriers, protection, command, depth, flanking, and deterrence. It is crucial to conduct integrated analyses that enhance our understanding and documentation of the value of these landscapes—explicitly identifying the landscape values and the attributes that represent them. Therefore, this methodology is essential to establish the feasibility of comprehensive conservation and management of military cultural landscapes.
