Although Russia’s full-scale invasion of Ukraine in 2022 came as a surprise to many, there had been clear signs of what was to come for two decades. However, these signs had gone unnoticed. One reason for this may be that war and warfare have changed significantly, primarily because of technological developments. This is also evident in Russia’s way of waging war. In Russia, this new way of warfare has been called ‘new generation warfare’. It is characterised by the fact that most of the influence is exerted through means other than traditional military force, such as influence in the cyber world and various information spaces. This type of influence has been clearly visible in the conflict in Ukraine. In this article, we will discuss these new methods of influence and how cyber and information influence have been visible in the conflict in Ukraine. It is essential to understand that Russia has long-term strategic goals, which it primarily pursues through holistic, non-traditional means of influence and extensive narrative control. If the changing nature of war is not understood, this influence may go unnoticed. As a conclusion, we propose an intelligence-based approach to security and defence also in cyber and information domains.
