Strategic Decision-Making Using Impact Data

This chapter demonstrates that impact assessment in education is not just a technical tool but a strategic one for transformation. It emphasizes that the evaluation’s value lies in translating data into clear, actionable stories that inform decisions. Frameworks are proposed to turn results into actions, including three key questions, evidence translation tools (such as dashboards, summaries, impact briefs, and maps), and storytelling to humanize findings and engage audiences. It stresses tailoring communication to different groups—authorities, teachers, families, and donors—and maintaining transparency, accessibility, and relevance. Through cases like South Korea's AR pilot, Estonia’s AI, and Mexico’s UDEM model, it illustrates how evidence can become strategic messages that foster trust and action. The chapter concludes that evidence-based strategy is a cultural process that enhances decision-making, accountability, and social mobility.
