Stakeholders Engagement, Project Success Outcomes and Best Practices in Information Systems Project Management

The success of information systems (ISs) in organizations is increasingly recognized as a function of stakeholder engagement. Stakeholders, including management, employees, customers, and regulators, play a critical role in ensuring that IS deliver value and meet organizational objectives. In Botswana for instance, financial institutions, academic institutions, government departments and SMEs (small and medium sized enterprises are heavily investing in information systems to enhance service delivery, security, and operational efficiency. However, many IS projects in the past failed to meet their objectives mainly due to inadequate stakeholder engagement, while successful system projects were due to the active involvement of stakeholders. The study employed a mixed method approach using literature analysis to explore the causes of project failures in Botswana, and questionnaire-based survey to analyze the response of 136 users of the country’s e-government systems in terms of the users satisfaction with the overall system. Findings of this study indicate that early information systems projects failed mainly due to lack of stakeholders’ engagement, while the successful implementation the e-government project was due in part to active stakeholders’ engagement. 85.4% of users (stakeholders) of the system were satisfied with the systems functionality, 50% were moderately satisfied with its efficiency, and ease of use. The study proposes a framework for evaluating users satisfaction of e-government system projects and makes recommendations on appropriate stakeholders engagement strategies.
