This study critically appraises the financial and fiscal management practices of Datta Meghe Institute of Higher Education and Research (DMIHER) between 2007 and 2017. It examines the implementation and effectiveness of the University’s financial reforms in alignment with the University Grants Commission (UGC) policy guidelines. Using a descriptive, qualitative, and analytical approach, the research evaluates key financial reforms in areas such as digitalization, transparency, accountability, and audit mechanisms. Findings reveal that over 80% of the UGC reforms were implemented at DMIHER prior to the 2018 amendments, leading to significant infrastructure development and the creation of a developmental corpus surplus. The study provides valuable insights into institutional financial strategies and highlights the alignment of financial management practices with regulatory standards, offering a framework for improvement in higher education financial management.
