Republic of Korea: Tackling Misinformation with Patients in HTA

The National Evidence-based healthcare Collaborating Agency (NECA) launched the Public Participation Group (PPG) in 2017 to involve patients in various HTA activities. The project aimed to explore ways to increase the PPG’s impact on HTA planning and dissemination processes. With the rise of smartphone usage, social media has become a primary source for health information. This trend has led to an increase in cases where individuals suffer harm due to unverified information. In response, a new project was designed involving the PPG to enhance health literacy. The project actively engaged participants in identifying topics requiring verification through social media monitoring and in translating HTA findings into plain language summaries. NECA provided support for education and training programmes, offering guidelines for monitoring activities and developing monitoring templates. The operation of the PPG confirmed that patients and the public can actively engage in identifying HTA topics and disseminating findings. Such active participation can assist patients in selecting safe and effective treatments. Moreover, the project concluded that collaborative governance with well-informed patients in the healthcare sector is feasible. Sustained patient participation will empower patients, as the ultimate users of HTA and healthcare services, to proactively exercise their right to information and protect themselves from unendorsed medical services. Furthermore, HTA results reflecting patient preferences and values are anticipated to be incorporated into various decision-making processes.
