The Philippines: Systematising Patient Participation in HTA

HTA Philippines employs a fair, transparent and inclusive process that involves Civil Society Organisations (CSOs), including patient organisations, and the general public in various steps of the HTA process. The enactment of the Universal Health Care Law in 2019 institutionalised the HTA Council with a Citizen Representative as a voting member who contributes the perspectives of patients and carers to recommendations. The HTA Division is the Council’s supporting office. In the implementation of HTA in the Philippines, several strategies were set in place in the past 5 years to ensure the participation of patients in the processes. These include: (1) facilitative topic nomination processes; (2) targeted dissemination and capacity-building activities; (3) stakeholder consultations in the development of research questions, and in the ethical, legal, social and health systems impact (ELSHI) assessments; (4) creation of the Social Values Guide highlighting Filipino social values to be considered in the formulation of HTA Council recommendations; and, (5) development of the HTA Stakeholder Engagement (SHE) Framework towards standardising and systematising stakeholder participation process. The early successes of these initial strategies depended on the support and continuous partnership with the Philippine Alliance of Patient Organisations (PAPO) and other CSOs.
