Policy Transfer and Local Nuances: The Grameen Bank Model’s Varied Reception in Global North

This chapter examines the contrasting trajectories of the Grameen Bank microfinance model’s adoption in the United States (US) and the European Union (EU), offering insights into South–North policy transfer. While the model thrived in the US, finding fertile ground in established networks, a neoliberal social policy approach, and a focus on gender inclusion, its traction in EU countries remained limited. This disparity highlights the crucial role of local context in policy diffusion. The comparative analysis between the US and EU reveals the complex interplay among policy innovation, policy acclimatisation, and local contexts in influencing policy adoption.
