Conclusions and Recommendations

In this chapter, we present final conclusions and operational recommendations based on the research findings outlined in this book. We begin by drawing the reader’s attention to the findings that serve as the foundation for verifying the research hypotheses adopted in the study. We aim to demonstrate how the achievement of the empirical, methodological, and applicative objectives outlined in the book has led us to formulate these findings, which in turn formed the basis for confirming or falsifying the hypotheses. Furthermore, we offer our assessment of the impact that the identified facts and regularities may have on the potential incorporation of priority directions of contemporary Cohesion PolicyCohesion Policy transformations into development processes in inner peripheriesInner peripheries. As part of our operational recommendations, we formulate both general and specific guidelines. The former category includes priority actions that, in our view, should be considered when shaping conditions conducive to the development of inner peripheral areasPeripheral areas. These actions are organized according to the main contemporary transformations of Cohesion Policy, in response to the challenges of Cohesion PolicyCohesion Policy 2027+ . In the latter category, we propose two specific operational changes related to the principles of programming and implementing development interventions financed under Cohesion PolicyCohesion Policy. The first concerns the use of emerging functional areas at the supra-local/subregional level as the primary actors and beneficiaries of these interventions. The second highlights the need to give greater consideration to the pursuit of territorial social justice in the programming and implementation of EU Cohesion PolicyEU Cohesion Policy interventions. This includes the full application of integrated development planning and the use of an operational definition of the spatial social minimumSpatial social minimum. This approach entails a proposal to develop, at the European level, criteria for defining a spatial social minimum that, on the one hand, would ensure necessary and expected access to basic needs for every EU citizen while maintaining the required economic efficiency of intervention measures, and on the other, would provide a framework for a socially acceptable scale of spatial development disparities.
