Venezuelan Negotiations in Context: Evolution of the Crisis

This chapter provides an overview of the primary causes and developments surrounding Venezuela’s crisis, bringing relevant academic contributions and establishing the context in which a series of negotiation initiatives failed at resolving the situation from 2014 to 2024. It also explains the value of understanding the complexities behind a prolonged negotiation deadlock, as millions of Venezuelan refugees and migrants and victims of gross human rights violations inside the country continue suffering its consequences, while disrupting regional and international stability. The following analysis lays the groundwork for proposing a new stalemate framework, HUSSS, discussed in Chapter 4, to understand the variables under deadlock that contribute to negotiation collapse.
