This chapter examines the recent process of intervention of the military in politics in 2016, 2018, and at the end of Bolsonaro’s administration through the perspective of the incomplete job of the Brazilian transition regarding military control. We start by discussing the action of the military during the Constitutional Assembly calling the Brazilian case “self-voluntary withdrawal of the military” on their own terms. We then proceed more systematically in analyzing three periods: 1985–1998, 1994–2014, and 2016 till today. Our argument is that the initial rejection of control by the military was deeply underestimated by political scientists in general and that the design of article 142 of the Constitution opens several venues for the military to intervene in politics. Bolsonaro seized these opportunities in order to threaten political order, both in 2018 and in a much stronger way in 2022, when he presented the military with a coup d'état draft to reverse electoral results.

摘要
