Blockchain technology has gained prominence in public sector management, offering disclosure, security, and efficiency. However, its adoption presents paradoxes that challenge implementation, particularly in balancing transparency and privacy, immutability and flexibility, and innovation and regulation. This study applies a Literature-Based Empirical Approach (LBEA), combining a systematic literature review with empirical categorization of paradoxes in blockchain tokenization. A targeted search in Scopus and Web of Science identified key academic contributions, supporting the mapping of strategic paradoxes that reflect the most frequently cited tensions in the academic literature on blockchain adoption in public administration. The findings indicate that transparency vs. privacy, immutability vs. flexibility, and innovation vs. regulation are critical dilemmas affecting blockchain’s effectiveness in governance. The study contributes by mapping these paradoxes and providing insights into how strategic planning can reconcile blockchain’s potential with regulatory and operational constraints, ensuring its sustainable integration into public management.
