Digital Tools and the Smart Regulatory Pivot

This chapter examines how digital innovationsInnovationSmart regulation, ranging from sector-specific monitoring tools to cross-cutting governance platforms, can be adapted to the regulatory needs of South Africa’s network industriesNetwork industries. The discussion moves from the technical possibilities (real-time monitoring, automated compliance, predictive analytics) to the institutional conditions required for adoption (capacity, legal frameworks, inclusion), and finally to the role of digital tools in building a smarter, outcomes-focused regulatory stateRegulatory state. In this regard, the network industry regulators can draw lessons from the banking sector where regulators have made significant strides to improve regulatory monitoring and reporting. The different regulators in South Africa could collaborate in the uptake and usage of digital technologies and Artificial intelligence to minimise the cost of infrastructure.
