In cities across Spain, municipal and regional authorities developed detailed plans for civilian defense in response to the bombing, Barcelona was one of the most extensive responses in all of Spain, and using materials from the Contemporary Municipal Archives of the city, this chapter focuses on the work of the Junta Local de Defensa Passiva de Barcelona. That work included the construction of bomb shelters, warning the public of bombings, and educating them on how to protect themselves against aerial bombardment. They mobilized civilians around the concept of ‘passive defense.’
