PMC Wagner has become an icon of the Russian military. PMC Wagner is a new type of PMC. Their approach encompasses everything from the selection of personnel, logistical support, and armament to a system broken down into modular projects. In this chapter, we examine how Wagner introduced a new kind of war criminal to the market. These criminals are multifaceted, highly trained, heavily armed, repeatedly returning to action, and entirely unpunished. The state granted amnesty to all those who served under Prigozhin’s command in PMC Wagner. Moreover, they were awarded medals for bravery, and with Putin signing pardons for their crimes, the world now faces a new challenge and threat: the creation of private military administrations, which enable rapid colonization of states. The entire world, especially the superpowers, is urgently seeking solutions to this problem: how to establish effective and private military administrations. Essentially, this is a modern prototype of the Franciscan order, designed to restore order in occupied territories and eventually transfer power to civilian institutions. This chapter represents our first study of the phenomenon of war criminality, but it is sufficient to start a serious consideration of what will happen in the very near future, and what tools are needed to address the upcoming geopolitical issues.
