On March 14, 2025, President Trump issued a proclamation under the Alien Enemies Act (AEA) declaring that certain members of Tren de Aragua (TdA), an entity designated as a foreign terrorist organization, “are subject to immediate apprehension, detention, and removal” from the United States. The plan for summary removal under the AEA applies to “all Venezuelan citizens 14 years of age or older who are members of TdA, are within the United States, and are not actually naturalized or lawful permanent residents of the United States.”
