In an increasingly complex and interconnected global landscape, the limitations of traditional state-to-state engagements (Track 1 Diplomacy) have necessitated the rise of hybrid approaches. This chapter provides a meticulous conceptual and practical introduction to Track 1.5 Diplomacy, defining it as a critical intermediary situated between formal government-led negotiations and purely unofficial civil society dialogues (Track 2 Diplomacy). Track 1.5 Diplomacy involves official or former government actors participating in an unofficial, personal capacity alongside non-state experts, academics, and civil society representatives. The chapter delineates the core characteristics and operational dynamics of this modality, emphasizing its fusion of official legitimacy with creative flexibility. It explores the functional roles of Track 1.5 Diplomacy, including backchannel communication, confidence-building, and safe policy experimentation (floating “trial balloons”) during periods of diplomatic stalemate or crisis.
