In defining their foreign policy, States must take into account objective factors, such as history and geography, as well as more subjective factors such as ambition and leadership. They must also be able to resolve dilemmas such as those between power and influence or promotion of values and interests. In this exercise, the number and quality of actors as well as institutional mechanisms play an essential role.
