It also emphasizes community-based adaptation and participatory planning as key to enhancing resilience. Finally, it critiques current governance and policy frameworks, proposing multi-scalar, integrated approaches to flood risk management that prioritize equity, sustainability, and long-term climate adaptation in informal settlements.
