Digital Transformation of Government Procedures: New Preferences for Mexicans in the Post-COVID Era?

Digital government served as a vital bridge for delivering services and completing public procedures during the COVID-19 pandemic. The objective of this paper is to describe the shift in citizens’ preferences regarding the completion of government procedures in Mexico in the post-COVID-19 context. To achieve this, a quantitative research approach with a descriptive scope and longitudinal analysis was employed. The findings indicate that the challenges in completing procedures remained consistent before and after the pandemic. However, issues related to in-person procedures persist, including long queues, failure to meet requirements, and limited operating hours. Additionally, there is a persistent lack of awareness about the use of electronic procedures and a strong preference for in-person interactions, which was reflected in a decline in the use of digital channels following the end of the pandemic.
