At the same time, the consequences for individual actors may include a potential decrease in the number of representatives of regional parties, as the new law limits their ability to win more seats solely by winning districts (a possible case for the CSU); small parties dependent on direct mandates may feel the unfairness of the updated system and defend their positions in political debates or in court. Changes in the allocation of direct mandates may also weaken the connection between voters who support small parties and the Bundestag, as such a situation may cause feelings of diminished influence on the country's politics.
