Perspectives of Exporters on Government Initiatives and Schemes: A Case Study of India's Floriculture Industry

Floriculture, a key sector of horticulture, holds immense potential for employment generation, export revenue growth, and increased participation of women in business. It involves large-scale cultivation of flowers, foliage, and ornamental plants for commercial purposes. Recognizing its importance, the Government of India has designated floriculture as a sunrise industry, granting it 100% export-oriented status. Various schemes and policies, implemented by agencies like the Agricultural and Processed Food Products Export Development Authority (APEDA) and the National Horticulture Board (NHB), assist in production, processing, packaging, and export. This case study examines the perception of registered exporters toward the government initiatives to develop the floriculture industry. Using clustered sampling, exporters are divided into six zones, and primary data is collected from 274 firms through a structured questionnaire. Exploratory factor analysis (EFA) identifies key beneficial schemes and highlights less effective initiatives. The study provides insights for policymakers to assess and enhance the impact and usefulness of such schemes in the future.
