The Role of Multi-stakeholder Committees in the Management of Threatened Species: Implementation of the Manatee Recovery Plan

This chapter analyzes the formation of technical committees as multi-stakeholder organizations that collaboratively implemented recovery plans for threatened species in Mexico. The chapter illustrates the role played by various social stakeholders in the implementation of the local-scale manatee recovery plan in the Alvarado Lagoon System, Mexico. It is estimated that, over a decade, the working group implemented 68% of the actions of the manatee recovery plan. The stakeholders who made the greatest contribution to the recovery actions were academic institutions, local communities, and the private sector. Contrarily, federal, state, and municipal governments had marginal participation in implementing the strategies. The federal government collaborated with the academic and private sectors in the coordination, permit management, and monitoring of activities. Local communities contributed to resolving the issue of illegal hunting, which was one of the most important threats.
