Digital access is no longer a luxury but a fundamental enabler of participation in the modern economy, education, and governance. The interplay of development and deployment of technologies, policies, regulatory frameworks, and standards aimed at bridging the digital divide need to take a holistic approach. The effectiveness of technology depends not only on its design but also on inclusive policies, regulatory frameworks, and interoperability standards. These elements play a critical role in reducing deployment costs and enhancing accessibility, especially in underserved regions. This interplay of different pillars must align cohesively to drive affordable, sustainable digital inclusion and ecosystem for underserved communities. This chapter explores how such frameworks foster accessibility through effective regulation and standardization.
