Circular Regeneration Strategy for Rural Villages: Proposal for a Rural Action Plan

The pressing challenges posed by climate change, energy crises, and the aftermath of global pandemics necessitate a transition to sustainable development models. The circular economy offers a transformative framework focused on resource recovery, and regeneration, fostering synergies among nature, communities, and the built environment. This paradigm supports technological advancements and digital solutions for renewable energy, pollution reduction, climate mitigation, air quality enhancement, and urban microclimate management. Urban areas face environmental degradation and socio-economic disparities exacerbated by heat island effects and inadequate housing quality. In contrast, rural villages, with their cultural and natural heritage, offer opportunities for applying circular economy principles to enhance resilience and sustainability. In this perspective, the implementation of nature-based solutions—such as green corridors, urban agriculture, and water reuse—alongside strategies that harness local heritage, can empower community. Using cooperative and collaborative actions to engage stakeholders through co-design and co-programming regeneration processes can transform them into vibrant, self-sustaining, and inclusive rural communities. Furthermore, evaluation tools and architectural design become key components of circular rural regeneration to define alternative planning options; assess the impacts of each option about the objectives (pre-implementation assessment); and identify balanced and satisfying solutions. The aim of this paper is to suggest a possible “circular regeneration strategy” for the recovery and renovation of rural villages. Combining the analysis of the main European policy documents (The Green Deal, the Cork Declaration, the New Leipzig Charter, the New European Bauhaus, the Bauhaus Euroace Villages for the Future 2023) and different best practices, the result is a “Rural Action Plan”. It should be integrated into the European Urban Agenda to enable inland areas and small rural villages to contribute to the overall ecological transition process.
