The fragmented nature of the Nigerian construction industry, coupled with the diverse range of stakeholders involved, poses significant challenges to the adoption of circular economy (CE) principles. Existing literature reveals a gap in practical frameworks for implementing CE within this sector, particularly concerning effective communication strategies. Without cohesive communication mechanisms, stakeholder misalignment and inconsistent policy enforcement hinder progress toward sustainable construction practices. This study addresses these challenges by employing a quantitative approach to evaluate and prioritise critical communication strategies using a Weighted Scoring Model (WSM). Six key criteria were employed in the analysis: Stakeholder Engagement (30%), Communication Channels (20%), Technological Adoption (10%), Policy Frameworks (15%), Costs (10%), and Implementation Time (15%). The findings revealed that inter-organisational teamwork, consistent communication protocols, and policy enforcement ranked as the most critical strategies, reflecting the need for cohesive efforts, clear regulatory structures, and robust compliance mechanisms. Capacity-building initiatives, including practical demonstrations and tailored training programs, were also prioritised, underscoring the importance of equipping stakeholders with the skills and knowledge necessary to implement CE practices effectively. Furthermore, the results highlight the integral role of stakeholder collaboration, policy clarity, and technological readiness in driving CE adoption. By offering a structured and data-driven approach to strategy prioritisation, this study contributes to the existing body of knowledge on CE adoption, providing actionable insights for policymakers, industry practitioners, and researchers. The findings emphasise the importance of fostering multi-stakeholder collaboration, investing in capacity-building initiatives, and leveraging digital platforms to improve communication and information sharing. Future research could extend this work by conducting empirical validation through longitudinal studies and comparative analyses across regions and industries.
