Pre-emptive Cyber Security Strategies for a Small State

The development of state security theories is predominantly influenced by the perspective of superpowers. Small states, however, often lack the opportunity to directly implement these theories and must adapt the principles to their limited resources and position in international politics. Cyberspace, due to its global and asymmetric nature, has the potential to create balance in power relations. This study examines three key concepts—deterrence, cyber diplomacy, and persistent engagement theory—from the perspective of a small state, identifying both the possibilities and limitations of these approaches. The central conclusion is that cyber diplomacy forms the foundation upon which both defensive and offensive strategies can be built. Small states can compensate for their inherent weaknesses through international cooperation, agile decision-making and specialization in specific areas of expertise. By leveraging these strategies, small states can enhance their cybersecurity posture and potentially level the playing field in the digital domain.
