In modern digital societies, the struggle for power and influence takes place in both cyber and information environments. The methods and goals of influence are similar in both domains, as are the actors and the nature of their activities. Digital society is based on trust. Malicious actors can attempt to undermine this trust through cyber and information influence activities, either through mutually reinforcing or simultaneous operations. Criminals also exploit these methods for financial gain or harm. Manipulation, deception, harassment and threats are tools used by various actors in both domains. Preparing for and responding to new and evolving threats brought about by technological developments requires an understanding of the similarities between cyber and malign information influence operations. This article examines the commonalities, forms and methods of influence in both domains and how AI, in particular, is changing information operations. The authors argue that the traditional distinction between cyber and information influence should be re-evaluated. Effective threat preparedness and response for current and future threats necessitate familiarity with the various means of influence utilized in both cyber and malign information influence operations.
