The picture fuzzy sets (PFS) for the first time introduced by Cuong (2013). A picture fuzzy set in addition to the membership and non-membership degrees of an event, uses the neutral degree of the event for describing more uncertain and vague situations. It can be widely used for cases where the evaluations are determined by the experts. As an example, for a question, an expert’s answer can be “agree”, “disagree”, and “no opinion”. In such cases, the picture fuzzy sets can be applied to model the uncertain event.
