Of Documents, Practices and People: The Genesis of the AUBP

This chapter empirically reconstructs the history of the AUBP’s foundation. For this purpose, official declarations, decisions, resolutions and policies relating to African borders as well as practices by the AU and its predecessor, the Organization of African Unity (OAU), are analysed for the period from 1963 leading up to the AUBP’s official foundation on 7 June 2007. Furthermore, the role of individuals within the AU Commission (AUC) in putting African boundaries high on the continental agenda and the eventual coming-into-being of the AUBP is studied. . Carving out the initiatives and actions taken by key individuals within and associated with the AUC in the early 2000s as well as their transregional entanglements, this chapter challenges the conventional narrative of the AUBP being the product of linear policy development and a natural culmination of AU member states’ growing realisation of the importance of borders to continental peace and security by foregrounding AUC agency.
