Data plays a critical role in crisis response and intervention efforts by providing decision-makers with timely, accurate, and actionable information. During a crisis, various data resources are required, typically provided by different stakeholders. To this end, Knowledge Graphs can gather pertinent information for crisis management purposes and offer a comprehensive and collective view of urban infrastructure, service networks, and other relevant information. Given that the relevant data will be provided incrementally, we propose an agile approach for constructing incident knowledge graphs, considering different service providers’ specific views. This paper presents a top-level crisis management knowledge graph for Austria, serving as a central repository for crisis-related information, and outlines the methodology for developing incident-based and dynamic knowledge graphs tailored to crisis management scenarios, leveraging pertinent contextual and spatial data.
