The EUDR comes from the intersection of two contexts: EU’s extraterritorial approach to address current environmental challenges, and the growth of sustainability agenda in the EU. The EUDR is a market-based measure that tackles deforestation by regulating economic dynamics. Its creation follows previous EU experiences but innovates by broadening its scope and requirements. This Chapter analyses the road to the creation of the EUDR, its scope and how it interacts with EU’s sustainable regulatory framework. It then discusses several normative challenges that can lead to potential ‘bottlenecks’ in trade operations with third countries.
