As the amount of data continues to cultivate rapidly in legal domain, it is increasingly difficult for users to search, retrieve, store and disseminate legal information. However, with the advent of semantic web technologies, the semantic of this information has been involved in the development of automated reasoning systems that assist in taking decisions. The Lebanese legal domain suffers from the lack of such systems that deal with Arabic legal documents and assist in solving legal problems. This paper introduces a framework for Arabic Legal Knowledge-based System (ALKS) that applies rule-based and ontology-based approaches for the sake of representing semantically legal information and enhancing legal reasoning. The Lebanese penal code is the textual document selected to build an Arabic legal ontology with constructing SWRL-based rule set using the concepts and semantic relations included in the developed ontology, to end up with the evaluation of the proposed system with its knowledge bases.
