Integrating disaster risk reduction into urban planning is both a policy challenge and a developmental imperative. This chapter maps global and regional frameworks, including the Sendai Framework, New Urban Agenda, SDGs, and AU Agenda 2063, and evaluates their application in Southern Africa. Barriers such as institutional silos, weak governance, legal gaps, and socio-economic inequities are critically discussed. Case studies illustrate progress and persistent constraints in South Africa, Mozambique, and Namibia. Enablers such as leadership, legislative reform, data-driven planning, and community participation are identified. The chapter concludes by proposing strategies to institutionalise risk-informed planning across governance levels.
