Land Use Management and Disaster Risk Reduction in Southern African Cities

Land use decisions are decisive in shaping urban risk across Southern Africa. Unplanned expansion, informal settlements, and environmental degradation have heightened exposure to hazards. This chapter analyses theoretical foundations of risk-informed planning, ecosystem-based DRR, and participatory land governance. Case studies from Cape Town, Lusaka, Beira, and Harare illustrate challenges and innovations in aligning land management with resilience goals. Policy recommendations emphasise reforming planning systems, upgrading informal settlements, securing tenure, and integrating green infrastructure. The analysis underscores that equitable, inclusive, and risk-sensitive land use management is a cornerstone of resilient and sustainable urban development.
