In order to understand how Hidden Champions design their ‘swimming’ capability to reach ‘blue ocean’ within given regulatory context and available access to finance, this chapter explores the (non) supportive features of the entrepreneurial context. Its dynamism is determined by different nature of its components (e.g. regulatory framework, access to finance, education, collaboration between research and business sector…), but even more by different intensity of interactions among them. Regulatory Quality Indicator (as part of the Worldwide Governance Indicators, developed by the World Bank Group) provides a very informative baseline for clustering all 30 countries involved in 2022 HC (Hidden Champion) cycle according to the level of quality of their respective regulatory frameworks and intensity of interventions aiming to improve them. Higher Regulatory Quality indicators usually are found in more developed countries, what means that context is supportive for entrepreneurial intentions contributing to new value-adding economic activities. Bringing opinions of interviewed HC owners/managers enriched understanding of rough roads towards ‘blue ocean’ competitive level in a globalized world (Simon, Hidden Champions in the Chinese Century: Ascent and Transformation, 2022). Uniqueness of Hidden Champions (HCs) is a synergetic effect of a way how customers’ needs are satisfied and how this process is designed in implemented business model. It means, that uniqueness is formed by a ‘driving’ capability of a HC to swim out of the ‘red ocean’ to the ‘blue ocean’, with the supportive features of the entrepreneurial context.
