The rapid urban expansion in recent decades, coupled with the improper occupation of hillsides, has significantly heightened the risk of disasters in Brazilian municipalities. This challenge is evident in urban and environmental licensing processes, necessitating that risk mapping and legislation ensure responsible land use. This study examines laws, norms, plans, maps, and technical manuals utilized in Nova Friburgo (RJ) to comply with Law 12.608/2012 and the principle of disaster prevention. It aims to review the analytical tools used for approving urban developments in areas prone to mass movements in the mountainous region of Rio de Janeiro, based on current technical standards and legislation. Consequently, it highlights the need for improved geotechnical mapping and administrative procedures to meet legal requirements. The study’s contribution lies in organizing technical and legal data to support the development of new analytical parameters and recommendations for land use decision-making aligned with the Sendai Framework for Disaster Risk Reduction.
