This chapter contributes to current research on the narrative dimension of the collaborative turn. Focusing on the universal Nordic welfare states of Denmark, Norway and Sweden, it poses the following question: How is the strategic ambition of collaboration across sectors framed by policy makers? Analysing key policy documents in each of the three countries, this chapter explores the narratives established in each country regarding the new preferred relationship between the public sector and civil society and citizens, analysing specific narrative ambiguities in describing the relation between state and civil society.
