The digitization of content has outlined a scenario of profound transformation of the entire communications system: in this context, one of the most debated issue in the relationship between so-called platforms and rightsholders at stake is the claim by both authors and performers to receive remuneration that is appropriate and proportionate to the value of their contribution to the overall work or performance. The transformation of the reference market has therefore made it necessary for the Regulator to update its actions, including in the area of copyright and related rights management. In this perspective, the Authority has sought to provide tools to address the issues raised through the Regulation adopted by Resolution No. 95/24/CONS, particularly regarding the issue of representativeness.
